The leaders of the two main Czech political parties, the minority governing CSSD and the opposition ODS, yesterday agreed on a course to sell four UMTS licenses through an auction. The government previously seemed intent to auction just one of the licenses and to sell the other three to the three existing mobile operators, but the ODS insisted that all four licenses be sold in an auction. The main aim of this is to raise additional money for the state budget (i.e., more than the CZK 20 bil. previously expected from the sale of the licenses). However, immediately after the announcement, the Transport Ministry said that it would argue in Cabinet in favor of the original plan for UMTS license allocation. The sale of all four UMTS licenses through an auction would be negative news for Cesky Telecom and Ceske radiokomunikace, both of which would participate in an auction via their mobile operators, as they should expect to pay more in this scheme.
