The Speaker of the chamber plans to call extraordinary parliamentary meeting on 17 January. On the program will be his resignation and the election of new chairman. However this program must be proved by parliament. Note that current coalition (Civic Democrats, Christian Democrats and Greens) and opposing parties (Social Democrats and Communists) have the same number of votes. The leader of Greens refused that coalition could agree with mentioned program. The current speaker promised to step down before the third attempt to create the cabinet.
Our view:
The current (second) cabinet asks for confidence vote on Friday, 19 January. In our view the probability of winning the confidence vote is quite low, thanks to equal chairs of ruling coalition and opposing parties. That head of the parliament designates person who will form the government for the third time. As the chairman of the parliament is the most important for the third attempt to create the cabinet we expect another obstacles while finding new one. We have experienced similar situation shortly after the general election (June 2006).
