Chair Jaromir Novak of the CTU telecoms regulator said that PPF is not the only potential fourth mobile operator. He said he met last week with CitiGroup, which was looking for investment opportunities for its clients in Eastern Europe. CTU will announce new terms for the frequency auction within two weeks and intends to retain the special conditions for a fourth operator, despite threats from the incumbents to sue. Novák said it is a delay tactic on the part of the incumbents, so that they get a jump in terms of building the new networks. /Slightly negative, if there are more potential bidders for LTE spectrum it could be negative for incumbents as it could push the price for the spectrum higher and bring more competition to the market
