The Czech telecommunications-sector regulator, the CTU, has specified why it prevented Cesky Telecom from lowering its Internet dial-up tariffs and from changing its billing system as regards Internet connection (CTel had sought separate prices for dial-up and Internet provider services). The CTU said that CTel must announce any proposed changes three months prior to their planned implementation, and it must provide Internet providers with a minimum three months to negotiate new contracts given such change.
