(Ondřej Daťka) The Ministry of Communications and Transport will propose to the government that UMTS (3rd generation) mobile licenses be given to the existing operators without a tender. The operators — if they accept the terms of the licenses — would pay a fixed administrative fee plus another fee to be determined by the government. An auction-free, tender-free license would be a good thing for the existing operators (though the license conditions are still not known), but one should keep in mind that this is but a proposal. The Ministry of Finance may still want to hold an auction, which would generate more revenue for the budget. In any case, the Cabinet will not choose the method of UMTS licenses allocation before September. Whichever method is chosen, the licenses should be awarded in 2001.
