Cesky Telecom has reportedly asked the regulator (CTU) to allow the company to increase monthly fees for its basic tariffs from CZK 300 to CZK 500 in 2004. Recall that without an increase in the fee CT would write off part of its investment in the fixed-line network and it would reportedly slip into a loss in 2003.
Separately, CT asked the state (the IT Ministry) to pay it CZK 3bn to cover its losses from the obligatory provision of universal services (e.g. Discounts for disabled people, operation of public payphones, etc.). Note that CT has also initiated legal proceedings against CTU for the same reason.
